Have you ever disagreed with how the designer of the game assign what attacks a pokemon can learn? What moves do you think some pokemon should be able to learn? I'll talk about the pokemon that I'm most familiar with and I think you guys should do the same too.
Here's my opinion. I think gengar should be able to learn thunderwave, calm mind or reflect/lightscreen. The reasons are as follows. All other ghost pokemon out of 386 can learn calm mind except gengar. Gengar is intended to behave like a supernatural pokemon with some psychic ability. I think gengar deserves to learn calm mind considering that fact that it has weak special defense and its STAB attack can't take advantage of his high special attack. For thunderwave, some other ghost pokemon can learn it except gengar. Naturally gengar can learn thunder, thunderbolt and thunderpunch. With this much electric pokemon behaviour, why can't it learn thunderwave? I've been wondering about that since I played pokemon Red Even starmie and alakazam can learn thunderwave even though alakazam can't learn any electric attacks except thunderpunch. For reflect and lightscreen, the reasons are somewhat similar to the reasons explained above. With gengar's supernatural power, it should be able to create this kind of barrier, not to mention the fact that even pokemon like crobat can learn reflect. In conclusion I think the designer favours other ghost pokemon over gengar. Gengar won't cause a big impact to the game even if gengar can learn all these moves, IMO.
