What exactly does Blaziken/rayquaza do? Please give me a deck example

Look no further than a couple threads below this one. Its entitled something like Silent Lynx: My Championship Deck.

Blaziken is used to get discarded R energy out of your Discard and onto a Benched Pokémon.

Rayquazza EX is used to attack discarding the R energy.

How you get the R energy to your Active is how your deck is built.

Since this is basicly "Build me a deck" it gets locked just like all your other posts.
