That's a concept drawing for SOF. Or better known as Spirit of Fire. Takei likes to create characters first, then work them into a storyline. Hao doesn't come in until much later, so he was just throwing out an idea here. Chocolove (Joco) is on the left, with his spirit, Mic.

Basically yes. Why is this shocking? Hao is clearly there. and Spirit of Fire was stolen by Hao 500 years ago from the Patch. Makes sence to me.
