Why does it have a different effect in english that it does in japan or am i wrong

That is a different card. Deck Destruction Virus needs a 1000 ATK or lower Dark Monster to get rid of 1500 or higher ATK monsters where Deck Devastation Virus needs a 2000 ATK or higher Dark monster to get rid of 1500 or lower ATK monsters.

Deck Destruction Virus of Death (Deck Destruction Virus)
Normal Trap
This card can only be activated by offering a DARK monster with 1000 ATK or less as a tribute. Check your opponent's field, hand and any cards drawn over the next 3 turns. Any monsters with 1500 ATK or more are destroyed and sent to the graveyard.
Deck Destruction Virus of Magic (Deck Devestation Virus)
Normal Trap
This card can only be activated by offering a DARK monster with 2000 ATK or more as a tribute. Check your opponent's field, hand and any cards drawn over the next 3 turns. Any monsters with 1500 ATK or less are destroyed and sent to the graveyard.
Deck Devestation Virus is in Flaming Eternity, and is restricted to 1-per-deck. Deck Destruction Virus was a promo, so there's no telling when it will be released, and is restricted to 1-per-deck.

Correct, but to be exact, Deck Destruction Virus (of Death) was originally a Japanese Promo from the DM2 game, then it was reprinted in both of the Kaiba Structure Decks, as well as in Premium Pack 5. So yeah, there's no telling when it might be released in English.

Here, let me explain things. This might even end the enitre comvosation! Hopefully...
Alright, there are three cards: One in Flaming Eternity, one that's coming out as a prize in an offical tournament, and one that never came out.
1. Crush Card Virus
2. Deck Devestation Virus
3. Deck Dectruction Virus
1. Crush Card: Sacrifice one DARK monster with 1500 or less and all of oyur opponent's monsters with 1500 ormore ATK is sent from the field and hand to the graveyard, and For three turns, if they draw a monster with 1500 or more ATK, it's sent to the grave.
2. Deck Devestation Virus: Sacrifice a monster with 2000 or more to destroy all of your opponents monsters with 1500 or less ATK. And when they draw a monster, if it has 1500 or less ATK, it's destroyed.
3. Deck Destruction Virus: Sacrifice a monster with 1500 or less ATK on your side of the field, and as long as the trap is face up on the field, during your opponents standby phase, your oponent sends the top 10 cards from their deck to the grave.
Deck Destruction Virus came from YuGiOh the movie. I don't know if it's coming out in English, or if it came out in Japan. But that ends this convo!

Crush Card Virus is the English name for Deck Destruction Virus. So yes, they have the same effect. The card Deck Destruction Virus used in the movie does not exist in either language and probably never will.

Well, when it comes to American YuGiOh TV shows, they're not the same.

Also, I'm planning to go on a trip, and do some card designing, so...if Deck Destruction Virus ever comes out, You'll know it was my idea! xD
