OK, is he scamming on his new account? Because as stated in another thread, I'm getting a little tired of continually banning ref-scammers, and quite frankly it's not the best way to handle this.

This vote is tabled.

If he's caught scamming on this new account, then we'll ban him. Otherwise I motion we reset his refs to zero and give him a 30 day sends first punishment.
