Serum Powder Q

I have a couple questions on Serum Powder:

1) When you do mulligan with this, and you have a 7 card hand, do you draw 7 or 6?

2) I'm a little thrown off at the text on the bottom, can you only mulligan with this at the beginning of the game or anytime during the game you could mulligan with it?

it's how many cards you have in your hand when you decide to use its ability so if you have a hand of 7 you can remove that hand and draw 7 more cards.

you can only muligan before the game starts so if you choose not to mulligan then you cannot use its ability if the game has started and say you don't like the first card you drew it's too late to mulligan.

it's anytime you could mulligan so after you have both got 7 cards in your hand and the players who decides who plays first has made his decision this is when you can mulligan, when both players are satified with their hands then the game starts.
