where do you and how do you get these items?

Soul Dew comes from a Eon Ticket Lati@s. Choice band is one of many prizes given at the Battle Tower.

as Busterblader said.....soul dew is only availble with a latias/latios which u get from southern island using Eon ticket...choice band is from battle tower which u'll get fter 35 wins +

This is true, but, to be more specific, there are a number of "prizes" you can get after 35 wins in BT; you won't necessarily get a Choice Band at 42 wins. You might get any of the possible "prizes", which seem to be chosen randomly.
