Also, Promo cards released by Nintendo (001 and up) are legal.

What's the difference between Ex-on and Eon... they're the same thing.

Nope, not the same. Eon is Expedition on, Ex-on is Ruby&Sapphire on. Big difference, with Boost Energy, Town Volunteers, Warp Energy, Warp Point, Power Charge,Oak's Research, Copycat and many many other great stuff gone.
