A few breeding questions

OK, I need to know a few things. First is Gardevoir. To get Will-o-Wisp who do I breed? And, does it have to be a Female Gardevoir to work? Also, will it also pass on some other moves? Like Thunderbolt that I don't know how to get another TM for?

Now, Bagon. WHo do I breed to get Dragon Dance?

Breed a male duskull/dusclops that knows WOW with a female gardevoir to get a ralts with WOW.

TMs and HMs are passed from the father assuming the egg species is able to learn the move.

As far as Dragon Dance for Bagon,

If the father has TM moves that the baby can learn, they will be passed down(assuming there is room).
