can u play a mystical parylsis on doom to exhuast a character if doom is exhuasted

You can't pay your cost of exhausting your Dr. Doom.

If the card said "Exhaust target character, exhaust your Dr. Doom" that would be fine, but it says "As an additional cost to play Mystical Paralysis..."

Costs must be paid in order to activate any card, but when an effect is involved, you just complete as much of the effect as possible.
