If I understand the rules correclty you cannot evolve a Pokemon that you just summoned to your bench, you must wait till your next turn, and that you can evolve as many pokemon as you are able too during your turn befor eyou attack.
It is unclear to me though if you can evolve the same Pokemon, for example to Stage 1 and then Stage 2 on the same turn?

No, once you evolve that Pokemon, you need to wait til the next turn again to get the the second stage.
Now, if you use a Trainer such as Rare Candy, you can break those rules.

But not even Rare Candy can break the rule of "no evolution first turn no matter what".
Only the Trainer card "Giovanni" can let you break that rule, because it says specifically on the card "even if you just played or evolved it this turn or this is your first turn".

Actually, that was clarified from TPC in Japan.
It will work on the first turn!
Check the Compendium EX (http://compendium.pokegym.net) for the full history of the rulings. We keep the old rulings in the Document for reference (noted as "over ruled", of course)

You can use any Trainer to evolve on turn one (with the notable exception of Pokemon Breeder which states on the card that you would have to be able to evolve normally).

Long as you are not going first, you can (remember player going first cannot play any Supporters their turn and Wally's Training is a Supporter).

Yes. Rare Candy is not a Supporter!
