i just started playing, and i would like some clarification on weather or not you can soul charge only if its due to one of your units effects or can you do it once per turn?

The unit has to have the effect to soul charge to do so and you must soul charge once per turn if they have this effect.

Only if the unit says "soul charge"

If it says "may soul charge" then it is optional. Though I'm not sure if any of the current soulchargers have "may" in their effect.
