i have neo genesis pichu in play and i use goop gas to turn off all pokemon powers. what happans if i use pichu's zzzap?

will i still be able to deal 20 damage to all the pokemon with pokemon poweres despite their being turned off?

Q. Does Pichu's Zzzap only affect Pokemon with "working" Pokemon Powers? (What if Pokemon Powers have been turned off through Goop Gas, Sputter, etc. Would Zzap still damage those Pokemon?)
A. The Powers don't have to be working or not. Pichu damages all Pokemon with Pokemon Powers regardless. (Feb 15, 2001 WotC Chat, Q17)
