Okay a few questions....Can you catch it in this game? If so where? What lvl does it evolve to Dragonair and then Dragonite? What nature should I catch to display it at the Beauty contests?

Can u catch Clefairy in this game? Where?

You cannot catch either Dratini or Clefairy in this game, but you can trade them from FireRed/LeafGreen. Dratini evolves at level 30, and Dragonair evolves at level 55 (check Serebii.net's pokedex).
