Starting out as a Newbie on these forums can be tough, so I'm here to help you all out.
First off, it is important to know WHERE to post stuff:
TCG Gossip: Anything that is Yu-gi-oh!-related but doesn't belong in any of the other forums goes here.
Deck Discussion: Post decks for feedback, give feedback, discuss deck themes, write deck-building-related articles, etc. Discussion of Regionals-winning decks GOES IN THE TOURNAMENT FORUM.
Single Card Discussion: Discuss individual cards/combos, you can also find Card of the Days here. CARD RULING QUESTIONS BELONG IN THE Q&A FORUM.

Being a good member:
There are some general guidelines on being a good, productive member of the boards:
Do not spam.
Do not flame.
Do not advertise.
Do not bump.
Do not double-post.
Do not make stuff up.
Try to have good grammar and spelling.
Type in paragraphs.
Try not to give incorrect rulings.
Do not be overly arrogant: there will always be someone better than you (unless you're me - haha, j/k).
If you see an inappropriate thread/post, use the "report bad post" button.
Spamming: Posting something completely unrelated, off-topic, unneeded, etc. ...use common sense.
Flaming: Bashing or otherwise needlessly insulting someone.
Bumping: Needlessly replying to a thread with the intent of putting it back on Page 1.
SIX GUIDELINES TO STAYING OUT OF FLAME WARS
Don't flame.
This is the EASIEST way to avoid them. If no one flames anyone else, then flame wars wouldn't start.
Don't be overly arrogant, especially when you are wrong.
This is really what starts, I would say, 80% of flame wars out there. Either one or both of the people are arrogant, and refuse to back down when they are wrong.
Don't try to force your opinions onto others.
You need to realize that your opinions are just that, OPINIONS. Other people are entitled to have THEIR opinions as well. That's what a forum is for. To SHARE OPINIONS. But it is NOT for FORCING your opinions onto everyone else on the forum.
If something turns into a flame war, LEAVE.
Yes, that's all it takes. LEAVE. No one is going to hold it against you. While it may somehow damage your own ego, by leaving something that is becoming a flame war, you are, if anything, INCREASING your respect in the eyes of the board by showing that you possess the maturity to walk away.
STAY ON TOPIC
Just as arrogance starts 80% of flame wars, I'd say going off topic starts an equally large amount (flame wars can and usually do have multiple causes).
If you stay onto the original topic, you won't have any cause to flame anyone, and anyone who does will have gone off-topic, after which it is your duty as a member of this board to do your best to encourage them to stay on-topic in a polite manner.
If you are flamed, DON'T RESPOND IN KIND!
If you are flamed, you don't have to flame back. If you were genuinely flamed and are not just overreacting, ask them to stop.
If they do not stop, you can use the 'Report Bad Post' button to notify the moderators.

DECK HELP

Now, in addition to those, I'm going to throw in my 2 cents here. I suggest you read the other ones first, because this is on a slightly higher level.
In Advanced Format, you almost ALWAYS want to have exactly 40 cards, maybe 41-42. Anything more, your deck will be too slow. The only real exceptions are decks that want to deck the opponent out.
You want to choose a theme and build a deck around that theme. This means a common goal that the entire deck shares. Warriors or LIGHTs are not themes. LIGHT Beatdown is a theme, Generic Control is a theme. Warrior Control is a theme. A single sub-type/attribute can often give synergy, but unless they really DO all work together to do the same thing (pretty much all fairies are life gain) then you won't have a common goal and thus your deck will be weak.
You also want to have synergy. This means that you have cards that work together instead of clashing. Examples: Metamorphosis has synergy with Scapegoats. Thunder Dragon has synergy with Raigeki Break. These cards work together well, thus they have synergy.
Another often-looked aspect is balanced. If you are running Black Luster Soldier ~ Envoy of the Beginning, and also 3 Chaos Sorcerors, and then Jinzo and 2 Airknight Parshath, although you have many very powerful cards, they will more often than not be dead in your hand for a while, which is bad. What good is having a potentially deadly card in your hand if you have no way to use it? Therefore, do not run too many cards that have requirements to use them (tribute monsters, etc.) in a deck without ways to compensate for that. You can have a full hand, but if it is all useless, you might as well be topdecking (which, by the way, is BAD).
So, we have three MAJOR elements of deck-building:
1) Theme (Win Condition)
2) Synergy
3) Balance
In addition, there are some concepts that will be useful to know:
CARD ADVANTAGE WINS GAMES: This means having more cards at your immediate disposal (hand/field) than your opponent. THIS IS A VERY GOOD THING. However, Life Points are also a factor, and you therefore cannot completely neglect your life points for card advantage. Again, there is a balance to be found, with control having more of an emphasis on card advantage, and beatdown and burn having more of one on life points.
Speed is an important factor as well. Beatdowns are often the fastest at first site, but Control and Burn are also fast. It is not always speed in the attack, but also how quickly you can set yourself up and get to the cards you need.
DECK THINNING IS GOOD. It increases the odds of you getting to the cards you need.
RUNNING CARDS IN MULTIPLES IS GOOD. Again, it increases the odds. Exceptions are situational cards such as Enemy Controller and Solemn Judgment.
